Is there a way to edit a textures timing on a time line rather then current time so I could slide the timing and copy timing on the time line? I am making a neon sign flicker

I am doing it the hard way

You can access the surface shader animation timeline in the project window, for any item it is applied to. I don't know if this will do what you want, but I would certainly give it a try. It will be listed as surface shader, under object properties. You will have access to the event markers there, but you will probably have to set some basic events in the material editor first.
