For operations that are based on normal direction, Move Normal Tool for example, the mouse direction is still based on the normal for the click point. However, to prevent erratic movement for a click point whose normal would be approaching 90 to the view plane, the modeler will automatically switch to a simple left-right mouse movement. This keeps modeling more predictable.
